A proportion in math is a comparison between two numbers or two ratios that are equal to each other. Proportions can be written as two numbers separated by a colon or as two equivalent fractions. For example, one dollar to ten pesos is proportional to ten dollars to one hundred pesos because both ratios are equal.
When shapes are "in proportion," their relative sizes are consistent.
Here, we observe that the ratios of head length to body length are identical in both drawings.
Therefore, they are proportional.
Altering the head length to be too long or too short would appear unappealing!
